The House of Representatives Bill HR40, named after the promise of "forty acres and mule" to emanicipated black citizens, calls for the establishment of a commission to study the necessity and delivery of reparations for African Americans due to the harms done them and their ancestors since slavery. John Conyers of Michigan first introduced the bill in 1989, and it has been introduced annually since, growing and shrinking in cosponsorship, yet never passing committee.
